Jealous of the PH-MILF Deal, CBCP Proposes Separate State for Catholics.

MANILA, Philippines — Following an agreement reached by the government and the Moro Islamic Liberation Front (MILF) creating a new political entity in the south called “Bangsamoro,” the Catholic Bishops Conference of the Philippines (CBCP) announced today their willingness to negotiate with Malacañang for them to have their own separate state and laws as well.

In a speech at around 1 p.m. on Sunday, President Benigno Aquino III said the Autonomous Region in Muslim Mindanao (ARMM) was “a failed experiment” that still gave rise to alienation among the Muslims.

He said the new entity, which will be called Bangsamoro, will undergo public discussions and a consequent plebiscite and elections in order that all stakeholders will have a say on the matter.

“The Constitution and lawful processes shall govern the transition to the Bangsamoro, and this agreement will ensure that the Philippines remains one nation and one people, with all of our diverse cultures and narratives seeking the common goal,” he said.

According to the President, a law concerning the matter will be drafted by a transition commission. “Any proposed law resulting from this framework will be subject to ratification through a plebiscite. Once approved, there will be elections,” he said.

The framework agreement will be published in newspapers in the coming days, which, Aquino said, will allow transparency and public discourse.

“We are happy that our Muslim brothers and our government have reached this landmark agreement, which was many years in the making,” said CBCP Spokesperson Bro. Mario Cabote. “But we, the Catholics, felt it was the right time for us to have our own separate state that we want to call the Autonomous Region in Catholic Cebu (ARCC).”

Bro. Cabote details the importance of having a separate entity or state for their religion, which would avoid conflicts in societal issues like the Reproductive Health Bill, divorce, ivory smuggling, child molestation and others. He said, oftentimes their actions and traditions are not understood by others, with detractors resorting to bullying, name-calling and protests.

“It’s time we take the words of God, our religion, someplace else where we are embraced, accepted and understood,” added Bro. Mario.

Below is the proposed Framework Agreement for the Autonomous Region in Catholic Cebu (ARCC):

     A. ESTABLISHMENT OF THE HOLYLAND

  1. The Parties agree that the status quo is unacceptable and that the Autonomous Region in Catholic Cebu (ARCC) shall be established to replace the the entire Cebu province. The ARCC or the Holyland is the new autonomous political entity (NPE)  upon the implementation of this agreement. 
  2. The government of the ARCC shall have a Theocratic Monarchy form.
  3. The relationship of the Central Government with the ARCC shall be asymmetric but the Pinoy Pope (see Section C-2) shall have a final say on any matters pertaining to the ARCC.
  4. Spouses and their descendants are classified as Catholics. The freedom of choice of other Indigenous peoples shall be semi-respected or not at all.
  5. The existing Lapu-Lapu shrine shall be demolished on the day of ARCC’s foundation.

   B. BASIC LAW

  1. The Holyland shall be governed by a Basic Law: The Law of the Priests Bible.
  2. The Basic Law shall reflect the Holyland system of life and meet internationally accepted standards of governance except that of the United Nations.
  3.  It shall be formulated by the Catholic Bishops Conference of the Philippines, which is hereby renamed Catholic Bastion for Centralize Peace.

     C. POWERS

  1. The Central Government will have no powers, the ARCC Government shall have its exclusive powers, and there will be concurrent powers shared by the Central Government and the ARCC Government. Very minimal concurrent powers.
  2. The ARCC shall appoint via a papal conclave, their leader who shall be called the Pinoy Pope or the PPope.
  3. The PPope shall have the powers of excommunication that could be sentenced to anyone who the CBCP deems as “satan”.
  4. The PPope shall be the leader of the ARCC until the day he dies.

     D. BASIC RIGHTS

  1. In addition to basic rights already enjoyed, the following rights of all citizens residing in the Holyland bind the legislature, executive and judiciary as directly enforceable law and are guaranteed:
  • Right to life and procreation.
  • Right to freedom and expression of religion and the words of the Lord.
  • Right to privacy of a priest and altar boys.
  • Right of women to meaningful political participation, and protection from all forms of violence. Except for maternal health.
  • Right to freedom from religious, ethnic and sectarian harassment; just  as long as you choose Catholism; and
  • Right to redress of grievances and due process of law, as long as Father’s said so.
  • Right to smuggle ivory to be made into idols.
  • Right to object or contradict Catholic teachings are allowed but extradition to the “Unholyland” (rest of the Philippines) shall follow.

Other provisions are said to be added at a later date.

The CBCP has released a press statement concerning their stand on the proposed agreement:

“With a an autonomous region all to ourselves, we are half way there. We shall show the world a state without the much ballyhooed responsible parenthood. A state without abortifacient condoms (sic). A state where a father’s needs are more important than a mother’s welfare. A state where our members are free to worship idols made from elephant tusks without the fear of judgement from the public. A state where our health-expert-priests are free to check our altar boy’s genitals for any form of rashes, without being called a child molester. A state where Catholics can live in the Middles Ages. A state where they can enjoy life to the fullest.”

“Take my hand and we’ll make it – I swear, cause in ARCC, we shall be living on a prayer.”

Whatever it will be, the arrangement will bring a transformation of the system only if it leads to an accommodation of the different nations aka ethnolinguistic groups of the archipelago as coequal sub-states. The agreement should not be one between the Manila-Noynoy Aquino government and the Catholic church as a whole, but between the Manila government and the individual nominally Catholic majority nations aka ethnolinguistic groups as the Philippines, in order to be truly revolutionary and transformative. Otherwise, it will be the same dog as those under the Marcos, Cory Aquino and other tagalista regimes.

  2. I’m a born and raised Roman Catholic and I love my faith but I was also raised in an awesome Catholic school that taught not to take things hook-line-and-sinker even from Church leaders. I was taught that it was my duty to stand up for what is right and to be a man for others much like the religious order that run my beloved high school. I know that I will receive flak from the most zealous of Catholics for my personal stand defending the RH Bill but if said religious order (which I respect so much) can withstand being suppressed and with the grace of God, eventually restored because they did and continue to stand up for what is right, so can I. With that I would like to request: Can you relocate that Autonomous Region somewhere else?

    I’d like to continue to live happily here in Cebu like I’ve always had. It’s not perfect but I’d rather the current status quo than the Middle Ages. It was also called the Dark Ages for a reason, you know🙂

  3. seriously… what is the difference with what is happening now??? the catholics already control the government… 84% of the population are catholics according to global index and only 5% are muslims… is our country willing to go back to the dark ages??? have we forgotten the spanish inquistion??? we are already passed the renaissance centuries ago… if they want an autonomous region, why won’t they migrate to the vatican city??? that could solve the over-population in our country in an instant…

First, autonomy, then, a Holy Crusade to rid the land of those unfaithful to the Word of God. It must be done. From the same shores of Mactan where God’s Word was first heard, we will expand and finally reclaim what is ours.

    Brothers! Let us rise up and support this Pontifical and Catholic endeavour! Let us take our arms and assert our right as Catholics, by force if necessary. The Holy Land may be in the hands of Moslems right now, but should we let Cebu and Mindanao suffer the same fate? Nay, I say! I say our time is now!
